Laguna Beach, CA facts for business owners

This page collects the sourced facts that shape a commercial decision in Laguna Beach: land and water area, population, the protected coastline, the arts festivals, the hotel tax and the two state highways. County figures are labeled Orange County and are never presented as Laguna Beach numbers.

How big is Laguna Beach in land and water area?

The U.S. Census Bureau 2025 Gazetteer lists Laguna Beach with 8.916 square miles of land and 0.003 square miles of water.[2] For scale, the same file lists Orange County with 793.249 square miles of land and 156.481 square miles of water.[2]

Why it matters: if you are weighing a location, ask how many comparable spaces exist on the specific block you want, and compare the building types, sizes and rents available there.

How many people live in Laguna Beach?

The U.S. Census Bureau estimates the Laguna Beach population at 23,004 for 2020 and 22,391 for 2025.[1] Over the same period the Census Bureau shows Orange County moving from 3,186,167 in 2020 to 3,149,507 in 2025.[3]

The city estimate is roughly twenty-two thousand residents. Why it matters: if your concept depends on residents alone, compare it with a concept that also serves visitors, and ask the landlord or operator how each would hold up across the seasons.

How does Laguna Beach compare in size with other Orange County cities?

The Census Bureau 2025 estimates below give a sense of scale. They are population counts for cities, not measures of commercial space.[1]

  • Irvine: 318,764 residents in 2025.[1]
  • Newport Beach: 81,977 residents in 2025.[1]
  • Dana Point: 32,232 residents in 2025.[1]
  • Laguna Beach: 22,391 residents.[1]

Which marine protected areas border Laguna Beach?

The California Department of Fish and Wildlife says the state marine protected area at Laguna Beach extends along more than four miles of shoreline from Abalone Point, the northernmost city limit, south to Goff Island, and that the entire Laguna Beach coastline and offshore areas were designated state marine protected areas in 2012.[4] Visit Laguna Beach describes seven miles of marine protected coastline.[5] The two descriptions differ in length, so treat the exact mileage as a matter for the agency, not for a marketing piece.

Why it matters: if a retail, restaurant or hotel concept leans on the shoreline, ask what the protected designation means for the activity you picture before you build a plan around it.

What are the Festival of Arts and the Pageant of the Masters?

The Festival of Arts and Pageant of the Masters timeline says the first Festival of Arts was held in downtown Laguna in August 1932, and that living pictures were first presented at the second annual Festival in 1933.[6] The Festival incorporated on September 29, 1934, and Irvine Bowl Recreation Park was dedicated as the permanent home of the Festival and Pageant, in an entry the timeline dates to 1941.[6] World War II halted the Festival and Pageant for four years.[6]

The same publisher says over 100 juried artists from Orange County exhibit original fine art at the Festival Art Show, and lists the 2027 Pageant theme as Celebrations: The Joy of Art.[6] Why it matters: if you are signing a lease for a storefront or restaurant near the festival grounds, ask existing operators how the festival period compares with the weeks outside it, and plan for both.

How many galleries does Laguna Beach have?

Visit Laguna Beach states that the city has more than 100 galleries and studios.[7] That is a promotional count from a tourism publisher, not an audited inventory, so use it as a sign of an arts district rather than as a precise number of storefronts.

On the zoning side, the Laguna Beach Municipal Code lists artists studios among the permitted uses in the M-1A light industrial zone.[13] Why it matters: if you want gallery or studio space, ask whether the space is a Downtown storefront or a light industrial unit, then confirm its zoning, permitted uses and cost structure with the City and the landlord.

What is the hotel tax in Laguna Beach, and what is the tourism fee?

Voice of OC reported in July 2026 that the current hotel tax is 12%, and that a proposal would raise it to 14% and bring in about $3 million.[8] In July 2024 Voice of OC had also reported the rate at 12%.[9] Voice of OC reports that in July 2026 the council voted unanimously to continue exploring options rather than place a measure on the 2026 ballot, and the report points to a November 2028 ballot as the target.[8] No source found for this page says any increase has passed.

Separately, Visit Laguna Beach says a 2% Tourism Marketing District fee is added to hotel and vacation rental stays.[7] Why it matters: if you are underwriting a hotel or motel, ask your advisor and accountant to model the 12% tax and the 2% fee separately, and to test a version with the proposed 14% rate, since it has not been adopted.

Which state highways serve Laguna Beach?

The City of Laguna Beach draft 6th Cycle Housing Element names two major roads: Coast Highway (State Route 1) and Laguna Canyon Road (State Route 133).[10]

Why it matters: if deliveries, customer parking or staff commutes matter to you, check how each route reaches the address you are considering, and ask how the road conditions change on busy weekends.

What Orange County economic figures help set context?

These are Orange County figures, not Laguna Beach figures. The U.S. Bureau of Labor Statistics Quarterly Census of Employment and Wages shows Orange County with 1,663,154 jobs in March 2026 across 160,601 establishments, an average weekly wage of $1,766, and 231,011 private leisure and hospitality jobs at an average weekly wage of $765.[11] The Bureau of Labor Statistics unemployment series for Orange County reads 4.1 for June 2026, 4.2 for July and a preliminary 4.4 for August.[12]

Why it matters: if your concept hires hourly staff, the leisure and hospitality wage gives a county reference for labor cost, but ask for local wage data before you commit to a staffing plan.

If a fact on this page changes the way you picture a space, describe the type of building and the block you have in mind and ask what to check first.
